You get a costume slot at lvl 1, 15, 20(?) and 30(?). You also get one for being on a supergroup.

So if you don't like your costume, but like the toon, don't pay the gobs of resource/money at the tailor to change the look. Just wait until 15 or wait for our supergroup.
