Apprentice (75) - Non-Epic Ground - 60% - 4g (mount is 1g)
Journeyman (150) - Epic Ground - 100% - 50g (mount is 10g)
Expert (225) - Non-Epic Flying - 150% - 250g (mount is 50g)
Artisan (300) - Epic Flying - 280%+ - 5000g (mount is 100g)

Note: Non-Epic Flying mounts used to be 60% speed flying, so this is a very nice change, and also makes it not quite as urgent to get Epic Flying.

Cold Weather Flying (requires Expert) - 1000g

Note: Tome of Cold Weather Flying is a BtA item that you can purchase in Dalaran with your lvl 80 and send to your lvl 68+ toons so that they can learn Cold Weather Flying earlier than usual.

Do NOT train your riding skill in Shadowmoon Valley. SMV has ZERO reputation discounts. The trainer in Thrallmar uses Orgrimmar reputation for discounts.

Also, if you MUST train in Northrend, do NOT train at Sholazar Basin, The Storm Peaks or Dalaran. They offer ZERO reputation discounts. The trainer at Borean Tundra at least uses Warsong Offensive rep for discounts.
